Post voice over recordings on YouTube and/or SoundCloud and ask for critiques in the comments, poetry night at your local coffee shop maybe, friends, family, get involved in community theater and ask for feedback specifically with your vocal line delivery, take acting lessons and ask the teacher for critiques, other voice acting sites (Newgrounds, Voice Acting Space, Casting Call Club), play back your recordings and ruthlessly critique yourself as if you were listening to someone else's voice recordings, form friendships with other VAs and reach out through private message/e-mail to ask for feedback, put out a call on Twitter or Facebook for feedback, play a tabletop RPG like Dungeons & Dragons and ask your party to critique your character voice for role playing (DMing is great here since you take on all the NPCs), play an online multiplayer game and do the same thing there.

In short, pretty much everywhere. Just get creative.
