I'm an aspiring voice actor, and in doing some initial research, am finding most of the general information to be about 3-4 years old. Specifically, I want to do voice acting work from home, and am most interested in character work. A lot of the information I'm am finding says that for most animation and video game work, you need to be in a major hub like Los Angeles. But has that changed significantly over the past few years? So many aspects of other industries have changed, and I would assume that applies to voice acting as well. Is working from home more viable now?

Yes, absolutely. Many more studios have been open to remote recording, especially for anime/dubbing work. Of course, you will need to have a broadcast-quality home setup.
However, it's important to note that things may change. Many major video games, for example, are either requiring or heavily preferring in-studio recording. But some are still open to remote exceptions if they really like someone's audition.
