Hello everybody I am very new here (my profile isn't even an hour old.) But for a while now I've been wanting to find voice actors for a project that I've been working on for a long time.
whenever I read the rules for fandubbing It says and I quote “For the purposes of this rule, a "fandub" shall be classified as dubbing over existing footage from a show, including (but not limited to) anime or Western animation, whether or not the original property has been already licensed.”
Now the project that I'm trying to get voice actors for is the 1985 Illegal Soviet adaptation of the Hobbit. That I am 99% sure that THIS VERSION of the story is in the public domain (and not owned by the Tolkien estate)
So if anybody is willing to clarify to me what this rule actually means that would be extremely helpful thank you.

While this version of the Hobbit may not be considered owned by the Tolkien estate, as you have stated, it is an illegal adaptation. We do not allow fandubs due to legal issues with licensed properties. As the IP is not public domain, this would not be permitted.
