For a beginner that is getting started what are the best/cheapest ones to buy? That are not over-the-top but just enough to have decent quality.

Depends on what your budget is, mate. Personally I started off with a Blue Snowball before moving onto a At2020USB+
If you're serious about this even as a hobby I'd grab something around £100-£150 (Or your currency equivalent).

Shure PG27-USB, Blue Yeti (I don't like them, but a lot of people do), at2020 is a REALLY decent starter mic, There's a Samson and an AKG out there that a lot of people seem to do well with that I've never used so I can't recommend one way or another, CAD-u37 (REALLY thin on bass, but VERY crisp. It requires fiddling with your EQ, so I'd skip it if you're not a sound engineering geek, but I do like them), lessee.... ummm... RODE makes a decent USB mic in their NT series that would serve you well.
And that's all I can think of for super-cheap, at the moment. ^_^
